Reach Union Level 8 and arrive at Startorch Academy during Main Quest "What Burns Beneath Frostlands" to unlock.

[Event Rules]
Complete event tasks to collect Exploration Data, then use it to raise your Pioneer Level. Higher levels unlock even greater rewards.
Please note that some event tasks can't be completed in Co-op Mode, and the quest-tracking feature may be disabled in certain game scenarios.
